One fill only look at the United States, which is a net exporter of many agricultural commodities, to realize that import restrictions may do little to ensure politically acceptable prices or rates of return to the producers of certain commodities.Thus, perhaps the best that can be done is to schedule all the protective policies, both subsidies and tariffs, and bargain over both simultaneously to achieve limits on their magnitude. This is the approach of the Agriculture Agreement, and one might reasonably hope that sequential rounds of negotiations over these protective instruments in the agricultural area will produce gradual liberalization, much as the sequence of negotiating rounds under GATT brought great reductions in the tariffs applicable elsewhere.There is also something to be said for the effort in Annex 2 of the Agriculture Agreement to favor subsidies that do not encourage output. To the degree that subsidies are being granted for reasons that do not relate to the correction of an externality, programs that confer financial benefits on the intended recipients without inducing an expansion of their output may create fewer distortions. The caveat, of course, relates to the first harmonic problem of identifying subsidies in the first instance-an output-expanding subsidy might counteract some distortion associated with other tax and regulatory policies. But in the agriculture sector, where most observers believe that net subsidies are present at the outset, efforts to channel farm aid into programs that do not stimulate agricultural production may make good sense.Subsidies to the producers of goods and services lower the producers costs of production, other things being equal. This reduction in their costs of production can lead t o an expansion of their output in two ways, depending on the nature of the subsidy. First, some subsidies depend directly on output-the subsidy program may provide a producer with $1 for each widget that it produces, for example (or $1 for each widget that it exports, the classic export subsidy discussed below). Subsidies that increase with output in this fashion are economically equivalent weight to a reduction in the shortsighted marginal costs of production for the producer that receives them. In general, producers will respond to a reduction in short-run marginal costs by lowering price. Of course, when price falls, the quantity demanded by buyers will rise and output will expand to meet the increased demand.Second, even where the amount of the subsidy is not contingent on output and does not affect short-run marginal costs of production, subsidies can affect long-run marginal costs in a way that causes additional productive capacity to come on line or to remain on line. For e xample, imagine an marginal troupe that is unable to cover its variable costs of production at any level of output, and would thus shut down its operations under usual circumstances. A subsidy to that caller that is contingent on it remaining in business can avert a shut-down in operations-it must simply be enough to allow the company to cover its variable costs at some level of output. Likewise, a subsidy can buzz off a company to build new capacity to enter a market when the judge returns to entry absent the subsidy would not be high enough to induce entry.It is also possible, to be sure, that a subsidy will have no impact on the output of recipients. Imagine, for example, that a government simply sends a company an unexpected check for $1 million. The money is in no way contingent on the companys output, or on it remaining in business. The owners of the company will be pleased to receive this subsidy, of course, but there is no reason for them to change their operations in a ny way-whatever level of output was most economic without the subsidy will also be most profitable with the subsidy.These observations suggest another important issue that must be confronted in conceptualizing subsidies. For a government program to confer a subsidy, must it encourage an increase in output by the recipient? If it does not, then it cannot tilt the playing field in a way that causes detriment to competing producers. But if this question is answered affirmatively, it becomes necessary to inquire whether the government program in question affects marginal costs in the short run, or has an effect on long-run marginal cost that is sufficient to cause capacity to remain in production when it would exit otherwise, or to enter when it would not otherwise. Such issues are not always easily resolved.15The adverse effect of Dumping Dumping in amongst the most harmful of all price distortions developing country agriculture, vital for food security, rural livelihoods, poverty red uction and generating foreign exchange, is crippled by the competition from major commodities sold at well below cost of production prices in world markets. The structural price depression associated with agricultural dumping and a dual effect on the agricultural structure of the developing countries. Firstly, as a result of the below cost imports the farmers are driven out of their domestic markets. If the farmers do not have access to a safety net of subsidies and credit, they have to abandon their land. When this happens, the farm economy shrinks, in turn shrinking the rural economy as a whole and sending rural people into trade-related migration. Second, developing country farmers who sell their products to exporters find their global market share undermined by the policy of a depressed global price. The cascading effects of dumping are felt around the world in places as far apart as Jamaica, Burkina Faso and the Philippines.16The effect of Dumping on Indian Agriculture The libe ralization of the Indian economy initiated during the early 1990s was launched with a view to accelerating agricultural growth by ending discrimination against agriculture. Almost everybody I have ever met can recognize a Buddha statue, still few folks who I have ever associated with understand the meaning of the Buddha. Myself included was one of those folks blessed with such ignorance. When the term Buddha was brought up, all I thought about was the pudgy bellies of myself and fellow offensive lineman on my high school football team. Nirvana Hey isnt that one of the great joggle bands of the early nineties? Right? In this paper, I will explain who the Buddha was and the deep meaning of the message that Prince Guatama preached.The Buddha defined the Middle Path as a way that leads to insight, which leads to wisdom, which conduces to calm, to knowledge, to the Sambodhi, to Nirvana (76). These words meant that all else was linked to some sort of suffering, that square(a) peace and happiness could only be achieved through your mind and true pain and suffering could be achieved through reality. The Buddha illustrated this idea through his Four Noble Tr uths.The first of these is the Noble Truth of Suffering. These sufferings included natural situations of life, including birth, decay, death, presence of objects we hatred not to obtain what we want, and finally, mere existence (76). There is a pattern that is developed in this order. Birth is the beginning of reality that has its good as substantially as bad times. Peirce, Virtuality, and Semiotic The adjective virtual, practically unheard-of a few years ago, has without a doubt become the number bingle buzzword of the nineteen-nineties. Virtual reality has become a catch phrase for the interactive multimedia technologies that have supplanted desktop publishing at the cutting acuteness of personal-computer graphics technology. The virtual communities which for years have flourished in comfortable obscurity on the Internet, have recently been thrust into the glare of publicity as commercial-grade gateways have opened up the net to the public, while virtual corporations have transformed the world of business.Yet the word virtual is nothing new although its ubiquitousness is new, as is perhaps its current meaning or meanings. In his admirable glossary of cyberterms, the philosopher Michael Heim defines virtual as A philosophical term meaning not in reality but just as if, and he notes that the term in this sense goes back to the thirteenth-ce ntury philosopher John Duns Scotus. (1) The word virtuality may have been first used to light upon interactive computer systems by Theodore Nelson (the inventor of the term hypertext), who proposed this definition, in 1980 (2) By the virtuality of a thing I mean the seeming of it, as distinct from its more than concrete reality, which may not be important. ... I use the term virtual in its traditional sense, an opposite of real. The reality of a characterization includes how the scenery was painted and where the actors were repositioned between shots, but who cares? The virtuality of a movie is what seems to be in it.While this may at first blush seem equal to Heims later definition, Nelsons definition is in fact somewhat more specific and represents a significant meaning shift from the traditional sense, as becomes clear when we pipeline it with the definition offered in 1991 by the media philosopher Paul Levinson. Paraphrasing Levinson slightly, we may say that he defines a v irtual X as what you get when the information structure of X is detached from its physical structure. (3) Levinsons examples include virtual - i.e. electronic - classrooms, libraries, and books, and these certainly do not have the run across and feel of actual classrooms, libraries, or books. As I have noted elsewhere, the two definitions coincide in the case of virtual reality - the information structure of reality as a whole includes its look and feel - but this is a coincidence the two definitions represent different concepts.

Characters as Portrayed Through Themes and Images in The English Patient While the four main characters of The English Patient are extremely powerful, and definitive to the readers judgement of the story, they cannot stand alone without the patterns of imagery, symbolism and parable which underpin the text, and offer a complexity which extends beyond the literal level. These patterns reveal information about to each one character, and provide significant links between characters and ideas which lead to a greater understanding of the novel. Likewise, the plot would have little impact upon the reader were the novel not so densely coloured with these patterns of imagery, symbol and metaphor amongst which skin, hands, mapping and the elements are particularly important. A metaphorical idea which resonates throughout the novel, and is present in alone of the characters (particularly the English patient and Caravaggio) is the concept of man as a sort of communal Book, whereby every aspect of his life, and his relationships with others are mapped onto him. This also operates literally, through the obvious markings of scars on the English patient, and in Caravaggios case, the loss of both thumbs. ...his black body, beginning at his destroyed feet... ahove the shins the burns are worst. Beyond purple. Bone. This description of the English patients body is brainsick and confronting it addresses the theme of pain, the construction of identity, and of course the physical evidence of his tortured past, which the reader learns more about as this imagery develops. It is almost as if his body is a landscape a war zone onto which all evidence of suffering is mapped. Imagery... ...o mirror the horrors of the wa rin which these four people are involved. The themes explored through the elements in particular, are complex and contradictory, just as the elements are themselves. Sometimes harsh, sometimes cleansing, and almost always painful, t hese elements shape the characters and plot, and reside in much of the imagery explored in the novel. The techniques of symbolism, metaphor and imagery develop the novels themes of love, war, suffering and identity, which inform a reading of the novel which would not be as powerful through use of characters and plot alone. The justness and eloquence through which these themes are explored really inspire thought and reflection in the reader, which in turn credits a more complex understanding of the novel.
